Area 17. The Section shall hold records with the admission, remedy and periodic review of all individuals admitted to amenities less than its supervision. These data shall be private and not open to public inspection other than (1) on suitable judicial order whether or not in reference to pending judicial proceedings, (2) the commissioner shall all
